Updated my system to Ubuntu 22 which uses the Snap version of VLC by default. Python-vlc doesn't seem to work with this version.
I've tried installing the regular vlc apt package along with vlc-bin & vlc-data, but those no longer work with RTSP streams in Ubuntu 22. Only the Snap package version works with RTSP.

This has already been reported in #156, and the issue I mention in #156 (comment) remains valid I think. Feel free to investigate and propose a workaround. Personally, I avoid any snap use on my systems.
