I'm investigating whats going on with mongodb 4.4 installation but I would advise you to include apt-utils in your base container. I added here but I think that would go better with the container as a system dependency.

Hey, @leolleocomp ! I find out that this solution is compatible to MongoDB 4.4 but the container used for testing doesn't provide dependencies like systemd. I would like to update it. What do you think?

I think it would be helpful to take a loop at this part of the molecule docs. I'm not sure if there is any issue at running this sort of setup in the CI (most probably it's ok).
