Some minor updates to make this minimalism branch K8s friendly

Config variables can no be changed via ENV params: CHAIN_ID, ADDR_STRICT, MAX_INBOUND, MAX_OUTBOUND, SEEDS
node_key and addrbook.json are now stored under .tenderseed directory
