is creating bucket and account using api through rpc calls in noraml noobaa same as nsfs noobaa

for normal noobaa to create bucket for a user we need to create tier ,tiering policy,bucket and account.for creating bucket for a user in nsfs its only create account and bucket .can we create nsfs bucket from noobaa management panel i cannot see it as a resource in the noobaa management ui panel to create buckets
