Automatically get resistance and voltage shift in CA, CP and CV entries

Currently CE-NOME CV, CP, and CA entries mostly contain the default 0 for the resistance and voltage shift.

When adding new CA, CP or CV data it would be beneficial to automatically detect OCP and EIS data with the same environment and setup. If they exist the voltage shift and resistance in the CA, CP, and CV entries can be filled in automatically.
