As a System Engineer
I need the ability to update a counter to a new value
So that i can set it to a value based on requirements

Details and Assumptions

Counter will be stored as name value pair

Acceptance Criteria

Given I have incremented the counter to 5
When i update the counter to 10
Then the counter should return 10
