The Amazon SSM Agent on the manager EC2 instance can't register with SSM. From the system /var/log/messages:

Sep  5 17:40:21 ip-10-0-xx-xx amazon-ssm-agent: 2020-09-05 17:40:21 ERROR Health ping failed with error - AccessDeniedException: User: arn:aws:sts::xxxxx:assumed-role/camellia-kafka-manager-server-20200905173444825100000001/i-xxxxx is not authorized to perform: ssm:UpdateInstanceInformation on resource: arn:aws:ec2:us-east-2:xxxx:instance/i-xxxxx
