I think Windows 1803 added the options for Edge plugins to also run in private sessions. This options needs to be enabled per plugin in the plugin section of edge. When Edge is run with a regular session and a private session, uBlock will stop working in the regular session but not the private session.

Steps for anyone to reproduce the issue
Configure uBlock to run in private sessions as well (probably requires Windows 1803 update)
Restart Edge, just to be sure
Confirm uBlock is working correctly by visiting any site
Press Ctrl + Shift + P to open second Edge window with private session
Go back to regular session and check if uBlock is still working correctly
Observed outcome: uBlock has stopped working
Close private session
Confirm uBlock has started working again
