There are still some cases where:

old metadata not submitted via DCA (e.g. via spreadsheet upload)
new metadata not submitted via DCA (e.g. via Python or R)
terms deprecated but missed migration for some reason

We can run a check on main fileview to flag things that are not in data model (and schedule for manual update).
