fixes #32.

Treat verified contacts as two people groups.

This is what delta.chat does in its UI.
Also clearly separates the considerations about verified keys
from the discussion of opportunistic keys.

this is ok for current delta.chat -- user-testing in kyiv indicated that we need to work a lot on refining the UI with potential repercussions on the countermitm protocols. the final user-testing report with recommendations is only ready beginning next year (not funded or contained within NEXTLEAP, though). Developments, including new revisions of the current countermitm protocol are expected but not part of the proposal.
