Describe the bug
The PR #3363 shows that the nest-server-mpi was unmaintained and untested.

To Reproduce
Steps to reproduce the behavior:

  1. Install NEST v3.8
  2. Start nest-server-mpi in Terminal
  3. It shows error that nest.serializable is not found.

Expected behavior
It should working.

Solution
Add testing suite for nest-server-mpi.
