Is there an existing issue for this?

I have searched the existing issues

Description

We might want to figure out if listeners get connected to signals that can no longer be emitted because they were removed.

Possibly directions to think:

Reflection
method_exists
Proxy emit method registers the signal as existing

Possible Solution
