Mimetype list not up to date anymore

Current Behavior

The mimetypes in the respective utility package are updated via apache.org branch 2.4 but these seem to be not super well maintained. Eg. the image format "avif" is not contained there nor is it in trunk, while eg. the IANA website lists it https://www.iana.org/assignments/media-types/media-types.xhtml and external sites like mimetypes.io do to.

Expected Behavior

We should have a modern well maintained source for our mapping.

Steps To Reproduce

Upload avif file, check mimetype in DB.
