Add Chromium for Frontend Testing Like Behat

When building the Dev Container for WordPress Core development & testing the Chromium package is required. During initial Dev Container builds this can present a long startup process. It would be beneficial to add this to the pre-built Dev Container in order to speed up the local Dev Container startup process.
