If I create a consensus consultation for a parameter that already has an active consultation the consultation is flagged as a duplicate and not created.

When the node is restarted in the future, the previously failed consensus consultation is reviewed and if no longer a duplicate it is created.

The example in pastebin below is for consultation 317020f52a88e22bd6125b2b1c2b9493e21080f94babac7b91ef5b2875056e2b
