With:

<debateSection>
    <heading>NOMBRE DE COMISION</heading>
    <debateSection>
        <heading>2013</heading>
        <debateSection>
            <heading>02</heading>
            <debateSection>
                <heading>ACTA No. 27</heading>

and

<docDate date="19-02-2013"/>

Repeat multiple times NOMBRE DE COMISION, if comment docDate not repeat and upload correctly, like this:

How fix that

I can say nothing beyond what I already wrote on #490, it is the same issue. You cannot with the code as it is use docDate and expect sections of the same name in different XML files to merge, it does not work.

Then docDate with multiple debateSection dont work?
Replease with startTime= in each speech?
