Please tell me in postgres how backup and restore all instance of local enviroment to online enviroment

This is not a SayIt issue. PostgreSQL has a comprehensive manual at http://www.postgresql.org/docs/ – its tools for dumping and restoring databases are http://www.postgresql.org/docs/9.1/static/app-pgdump.html and http://www.postgresql.org/docs/9.1/static/app-pgrestore.html
If this is due to your other issue, then if the issue is with different database settings, dumping/restoring a database like this will not fix the issue.
