Make Patient Code generation consistent between Patient Hub and Mobile

Not sure if this belongs in Mobile or Patient Hub - depends who wants to change :)

Seems like we have a couple of ways to generate the patient's Code resulting in different formats being stored.

Tonga have started to write down a patient's Code to use to identify them later - am thinking it would be better to keep these formats consistent?

Couple of additional points of interest / clarification:

• Tonga have disabled online patient registration, so a change isn't really required for them
• The format WA:... is currently being used to determine if the patient was registered online or via mobile. There will need to be a change to support that distinction if the code is changed.

Oh good points Mark.

I know there is interest about Kiribati also using patient codes to match up AEFIs to patients but currently unknown whether they will use the Patient Hub webform to allow registration of patients at this point.
