We recently had a situation where a reviewer requested a specific elements a "Declined" and requested changes from the applicant. However, this was a mistake and that particular question didn't actually require changing. And so the applicant couldn't re-submit their application unless they changed this question, but that was a problem since changing it affected the pre-fill values of all the other questions!
There are various ways we could address this. One would be to not have the restriction of preventing re-submission if all of the requested elements are unchanged, and then just present an extra notification dialog to the applicant informing that they're about to do this.
@jagoje I believe you had some other suggestions for this?
Just putting this issue here so we don't forget about it, but we'll need some discussion to consider the best way to handle this kind of thing (and other related requirements)
