Describe the bug
During a fresh install task ensure mariadb is started on first node fails, because rendered on a target host has a line

wsrep_cluster_address="gcomm://{{ hostvars[inventory_hostname]['ansible_' + galera_cluster_bind_interface]['ipv4']['address'] }},{{ hostvars[inventory_hostname

To Reproduce
Steps to reproduce the behavior:

  1. Start a fresh install with non-default datadir to 3 nodes
  2. Encode variables
  3. Task ensure mariadb is started on first node fails

Expected behavior
working cluster, more specifically, cluster with ips rendered in wsrep_cluster_address= line
