The What’s New button from navigation disappears/reappears if a resize is canceled to or from a 0.5x size

[Affected Versions]:

• Firefox Reality version 11 RC2 (5fd1bfd)

[Affected Platforms]:

• Oculus Go - Android 7.1.2
• HTC Vive Focus Plus - Android 7.1.2
• Pico G2 4K - Android 8.1.0
• Pico Neo2 - Android 8.1.0

[Prerequisites]:

• The Firefox Reality browser is open.
• Make sure the What’s New button was not pressed before.

[Steps to reproduce]:

1. Click the Resize button from the hamburger menu.
2. Resize the window to 0.5x size.
3. Press the back button on the controller
4. Observe the navigation bar.

[Expected results]:

• The “What’s New” icon from the navigation bar remains displayed.

[Actual results]:

• The “What’s New” icon from the navigation bar disappears.

[Notes]:

• If the window is 0.5x size and resided to 1x and dismissed the What’s New button reappears on the 0.5x size window.
• The issue is reproducible only if switching window sizes between 0.5x size and another size.
• The button reappears after a resize is saved.

I have verified this issue with Firefox Reality version 11 RC4 (c28ddb2) installed on the Oculus Go, Pico Neo2 and Pico G2 4K headsets.
Now, the “What’s New” button from navigation is displayed accordingly when a resize is canceled to or from a 0.5x size

The issue could not be verified on HTC devices because of #3638.

I also verified the issue on HTC Vive Focus Plus using Firefox Reality version 11 RC5 (4ca1220).
