Currently we have the no_severity tool that is nagging triage owners asking them to set a severity. Since we are switching to using a "triaged" keyword instead of relying on the severity field being set or not, we should nag on bugs without "triaged" keyword set instead of bugs without severity set (we should still nag on bugs with "triaged" keyword but no severity set, either in the same tool or another one).

Also need to update the to_triage tool.
