Improve heka alerting module so it handles a large burst of alerts better, specifically items such as:

Cap throttle table size and be smarter about evicting current table values
Possibly look into better handling or large busts of alerts with unique keys, potentially by suppressing or grouping them (or generating a notification that messages are being suppressed)
