Judging the way the 'browse' action is implemented, I'm rather sure this is by design. And the way to navigate to a tag, is to click on a tag on a plugin's page.
We could look into another way of using tags (or "terms" as they are implemented in the code), like looking into building a list of the "most popular tags" (tags with the highest amount of downloads?), or a text input (with a suggestion feature) to select a tag on the browse page.
I'll leave it up to someone else, as I won't be available the next few weeks.

I noticed the forge's search does not find tags.
