If calling mos license --no-reboot and then config-set --no-reboot XXXX, a new line is added to conf9.json as device.license="", which persists following reboot.

Also calling mos license --no-reboot and then immediately calling mos config-get device.license returns null.

Calling mos config-set [field] --no-reboot and then mos config-get [field] returns the new value fine.
