Evaluate integration of 'rhal_base.h' into gcc for RISCV, similar to ARM NEON support

We need to explore the possibility of integrating 'rhal_base.h' into gcc. This file, which defines the ported RISC-V vector functions, could be added to the GCC toolchain to enable direct support for R-Halogen functions in a manner similar to how GCC handles ARM NEON intrinsics.
