Create TestSpec from NegotiationCard

Provide a way for the frontend to make the move from frontend NegotiationCard to writing a TestSpec reasonable
Maybe provide code snippet with the QAS setup or find another way to make that transition easier. Maybe creating a draft TestSpec when a NegotiationCard is created, based on it, having one empty TestCase per QAS? Review how this would help or hinder the flow. This may be at the frontend level, or backend as well.
