Create a tool (like a CLI command) to generate a local ML component repository according to a template.
For instance, we could have mlc (machine learning component) command with the following syntax:
mlc ACTION -e <environment> -t <template> -p path COMPONENT_NAME
action: create, update environment: MLFlow, Kubeflow, etc template: default, docker, etc
