add an input "allow_containers" T/F,

If T, set to N/A (Impact 0)
If F, check that the value is zero.

Note: to count containers running to "guess" if the host is supposed to be running containers introduces a risk that an attacker could hide within the validation code: spinning up their own containers and setting the parameter to > zero, when in fact the organization had stated that it didn't authorize the host to run containers.

The STIG check only focuses on "set to zero unless authorized by the organization"
