Implement Menu for Netrunners

The Interface skill is a special ability for Netrunners that allows them to manipulate Interface programs. This skill is used when performing actions such as locating remotes, running software, controlling remotes, linking to LDLs, loading, creating, and deleting. While other players can enter the Net, only Netrunners can use the Menu functions. A menu for Netrunners needs to be implemented to allow them to fully utilize their Interface skill.
