EPIC: flows across organisations

This is an epic of multiple design tickets for flows to view data or perform actions across organisations. These have been researched in ticket #3761.

• 3. 'Sector' reports: break up implementation tickets of existing design in smaller manageable tickets.
• 5. 'Sector' reports: design a flow for exporting/importing reports between organisations to make reports based on reports.
• 4. 'Sector' reports: design a flow for making a 'sector organisations' to save reports based on reports (how to communicate this to users)
• 9. Members across organisations: As a user, I would like to add a member to multiple organisations at once (in the interface).
• 1. Org. setup: As a user, I want to see an overview of enabled plugins (& configurations).
• 2. Org. setup: As a user, I want to setup new organisation(s) with the same boefjes enabled and configured (link/synchronise).
  Default customisable configurations on different levels (e.g. low, medium, high). Challenge here is to be able to make exceptions on the linked configurations without losing the synchronisations.
• 10. Settings across organisations: As a user I would like to see settings across organisations & have the option for a bulk action to change them.
• 6. Overlap objects: e.g. main organisation domain that are scanned in multiple organisations. Design an optional muting objects solution in organisation bulk (not standard, as some users explicitly don't want to mute them).
• 7. Objects across organisations: As a user I would like to see objects across organisations & & have the option for a bulk action to set their clearance levels.
• 8. Findings across organisations: As a user I would like to see findings across organisations.
