This is an epic of multiple design tickets for flows to view data or perform actions across organisations. These have been researched in ticket #3761.
3. 'Sector' reports: break up implementation tickets of existing design in smaller manageable tickets.

6. Overlap objects: e.g. main organisation domain that are scanned in multiple organisations. Design an optional muting objects solution in organisation bulk (not standard, as some users explicitly don't want to mute them).
