Add admin account with password

What steps will reproduce the problem?
1. When I browse the url for feed on feed it directly goes into screen 
where any one can add new feeds or delete it


What is the expected output? What do you see instead?
I wanted to set administrator account and I saw the config file it doesnt 
have any settings.

What version of the product are you using? On what operating system?
