Regression: Not a regression

Repro Steps:

Right-click one resource group and select "Edit Tags...", edit the tag in the opened .jsonc file.
Press "Ctrl+S" -> Click "Cancel" button in the below dialog.
Close the .jsonc file -> Right-click the above resource group and select "Edit Tags..." again.
Check whether the original .jsonc file is opened directly.

Expect:
The original .jsonc file is opened directly.

Actual:
A brief flash of the edited .jsonc file appears before the original .jsonc file is opened.

More Info:
The .jsonc file status is saved after executing step 2.
