Configuring Settings for Tenant, Capacity and Workspace management

Can we change all settings available in the user interface? The example is about the delegated tenant setting for the capacity being newly created.
So, on creation (or after if that is needed) of a new capacity we want to specify some specific settings like AD groups for the delegated tenant settings. Or we would like to set the users and roles for the Fabric capacity but even on specific items of a workspace. Can that be done with Semantic Link (Labs)?

There is this function which allows you to migrate delegated tenant settings from one capacity to another capacity. We don’t have a function for controlling individual settings.
