CommandBar vs Toolbar

Hello,

We currently make quite heavy use of the commandbar (from v8) in our products, and as we're looking to upgrade our components to v9 I've been looking for the equivalent of the commandbar in the new set of components. The component mapping table doesn't mention the commandbar at all, but I can see that there now is a toolbar component instead.

Is this supposed to be a direct replacement for the commandbar, and if so will it be expanded to cover the same use cases as the commandbar? Specifically we have been using the split and dropdown buttons quite a bit, as well as the handy functions for reducing the data shown on smaller screens
