Multiscale data extraction

Summary

Multiscale forcing extraction (e.g. GAGES II + MERIT) should be incorporated into hydro_data_dev to facilitate shared access and allow end users to fully replicate MHPI experiments.

Actions

• Consolidate multiscale extraction code into API call(s) contained within hydro_data_dev.
• Clean up code and commit to separation of concerns.

Considerations

• Large scale data here benefits from using icechunk Zarr solution and cloud data storage.
