On macOS Enterprise Architect is very fickle to use.

The PLATEAU EA model cannot be opened as QEA or EAPX files, it will complain about this:

So we need to use the "EA Native XML" functionality. In order to import "Native XML" you need to first create a new EA file.

An EAPX file will not work, once you select "New Project" and create the "eapx" file, you will see this error:

Even when you have it opened, the "Native XML" import step will silently fail or hang the app (silently). The import step will look complete but nothing is imported.

You need to create the new EA file as "Enterprise Architect Project (*.qea)", which will give you an empty "Model".

Choose "Publish > Import > Native File":

Click on Import and you will be asked to confirm:

It will ask you to confirm, say Yes.

The import process can start:
