IG: Verwendung der Policies bzw. deren Level präzisieren

Die Qualitätsanalyse von @geloro94 hat ergeben, dass die Hierarchie im CS/VS missverständlich ist.

A more severe issue we encountered was the erroneous understanding of the code system, indica>ng
the permissions given by the pa>ent. As defined by the MII, the code system contains codes which give
a specific permission and codes that imply a set of permissions. The implica>on for those implemen>ng
the Consent resource is the erroneous tendency to use only the most encompassing code in an
assumed hierarchy, which currently is not explicitly modeled. Lis>ng all relevant codes, even if their
parent code is already present, is crucial to mi>gate this. The currently implicit rela>onship might be
modeled with a custom property in the CodeSystem. It will require reques>ng subsequent codes with
their parent codes from the FDPG.

ToDo:

• Prüfen, wie das im IG beschrieben wird/werden kann, damit Missverständnisse vermieden werden.
• Profilierung ggf. anpassen (z.B. nur spezifische Codes (Level 2) erlauben) bzw. Policy ValueSet die Level-1 Codes entfernen! -> Achtung: breaking change - neue Major-Version erforderlich!
