When creating an election, at the bottom of the page one sets a date and time for the closing of the election -- a text field whose label says:
Deadline
Results will be public after the deadline (UTC/GMT time)
The example value has HH:MM:SS, but if you click in there, the popup date/time selector box takes over, and that popup doesn't offer seconds, only hours and minutes. It is still possible to get one's text cursor into the form field to specify the seconds, if one makes the right moves, but it's a confusing process.
Either the popup box should offer seconds too, or the default (gray) example text in the field should not show seconds.
