Possible Feature: :ToggleDebuggers

This would comment out / uncomment all the debuggers that are currently in the file.

I would use this.

This one might be slightly more annoying, since we would also have to maintain/force the user to maintain an extra element in each array for the type of comment needed to toggle the debugging statement in that language.

I think my stance on this one is going to be: If most people want this (which not many people use this, so it wouldn't be hard) I'll accept a PR for it
