Update to new Mumble version 1.4

ℹ️ Although it seems your newly created action didn't trigger due to the release being created before you implemented the action. Could you trigger this manually?

The Dockerfile is no longer buildable, because the static_server is removed. See mumble-voip/mumble#5453 (comment) and the following comment.
But there has been a project started for an official mumble-server docker image.

I've long since stopped using Mumble personally and haven't been giving this repo enough love and attention lately. Given that the static_server has been removed and that there is an official repo brewing, I think it might be time to sunset this repo and suggest folks move over to the official project.
