Feature request: workspace switcher for vertical panels

Expected behaviour

Workspace switcher on a vertical panel presents workspace cells that are of useable size.

Actual behaviour

Workspace switcher on a vertical panel presents as tiny cells that are difficult to distinguish.

Add a Workspace Switcher to a vertical panel

Confirmed here on an in-process build on Debian Unstable. Also this is actually a bug since we have the feature but it doesn't work right. The applet is failing to distinguish a vertical from a horizontal panel
