Validate Flow Files on Deployment

Flow definitions placed in the ml-data directory are currently deployed without validation. These files should be also be subject to the validation used by the REST flow service.

These files should be validated either:

• at the time of deployment - causing deployment to fail if an invalid file is found
• immediately post deployment - producing a warning indicating which files were found to be invalid
