You can probably use jQuery and jQueryUI and as far as backend goes that is mostly related to file appending.

I'm sorry but I haven't used Bootstrap nor tools built around it. This website associates pictures of components with actual HTML and CSS code on server and then when user makes choice about which components will make his site I send parameters to server to make actual website for export.

If you mean on components in the sidebar they are just plain images that should represent real HTML and CSS component on the back-end.

It depends on how many browser versions you want to support. If you want to support older IE version than I 1.1 would be optimal I guess.
