Which php version are you using?
if your version is higher than 8.2 the issue is clear. The original jpgrah only supports to php 8.2.
I am looking into another version of this library which does support 8.3

For me it works on Mantis 2.26.1 with php 8.3.
Question now is which mantis version are you running?
Which other plugins did you install?

just installed mantis 2.25.0 and the plugin works as expected. Do you have no other plugins installed?
