No longer able to use emoji-insert

i'm not sure if this is a transient issue or not, but asking here seems like a good place to start.

Sometime in the last couple of weeks the emoji-insert command stopped working. Whereas it used to bring up a transient with groups of emojis for me to select from, i now get:
