[AP] Thurst Mode HOLD is still misbehaving for no good reason

When opening the SPD Window
during VNAV descend
thrust mode HOLD
will raise the throttle to N1
eventhough both hardware throttle and throttle in the plane
are idle and target MCP SPD is below current SPD.

HOLD must not change thrust by itself.
