Library Loaded Callback

It would be awesome to have a callback on library loaded. This has come up a few times but most recently in the core Lytics Jstag it would be best to ensure the library has been loaded if its being loaded manually before getting our native campaigns config.

Probably important for it to create an array of callbacks so we don't risk squashing any of them as well.
