The Metaschema XML contains HTML embedding as annotations:

e.g.
https://github.com/usnistgov/OSCAL/blob/4f02dac6f698efda387cc5f55bc99581eaf494b6/src/metaschema/oscal_catalog_metaschema.xml#L56-L81

We need to support this using the lutaml-model raw option.
