Payment Links resource

It would be awesome to be able to create a PaymentLink resource.

Looks like there was a previously opened PR to get this implemented, any chance we can get it re-opened and merged in?

@stuartin The previously opened PR had a comment that wasn't addressed.

The PaymentLink is the most complex resource Stripe has and the implementation is in progress.

Anything I can do to help? Payment Links are the only thing stopping me from using this provider, but I'd love to switch to it because of the 3 different Stripe providers I've tried so far this one seems most complete.

I think I can perform the implementation, however, I would like to perform some tests based on the real experience and that is the space where you can help. Are you tech savvy to run the Stripe provider locally?
